I write to thank you for supporting the continuing resolution that temporarily blocks implementation of the Office of Management and Budget’s (OMB) proposed Regulation for Federal Financial Assistance. This action provides important stability for researchers and patients and helps protect the independent scientific review process that has driven lifesaving discoveries for decades. While this temporary pause is an important step, I urge you to permanently block implementation of this harmful proposal before it creates uncertainty for research institutions and delays scientific discoveries that patients and families are counting on.

For decades, federal research funding decisions have been guided by independent scientific experts who evaluate proposals based on their merit and potential impact. Federal research funding decisions should continue to be guided by transparent, predictable and evidence-based processes grounded in independent expert review.

The proposed rule would create unnecessary uncertainty for researchers, institutions and community-based organizations working to advance scientific discovery and improve health.

The United States’ leadership in science and medical research depends on a strong, independent and reliable research system. When politics plays a greater role in funding decisions, scientific progress can suffer.

Patients waiting for new treatments and cures to save or improve their lives simply cannot afford unnecessary delays.

Please support legislation that permanently blocks the implantation of the OMB proposed rule and protects independent scientific review, medical innovation and strong investments in public health.

The Office of Management and Budget (OMB) has proposed a rule on federal grants that would fundamentally change how federally funded research and other programs are awarded, reviewed and managed. This proposal would do significant harm to scientists and patients who are counting on research to develop new life-saving treatments and cures. The rule could take effect later this year- unless Congress acts to stop it.

Members of the public, including Heart Powered advocates, submitted nearly 500,000 comments to OMB, with the overwhelming majority opposing the rule. The American Heart Association issued a public statement opposing the proposed rule and submitted comments to OMB.

We don’t yet know how OMB will respond to this unprecedented public response, but we don’t need to wait. Members of Congress have the power to block this rule before it takes effect and disrupts scientific discovery and the development of new treatments and cures.

The proposed rule would make sweeping changes to how federal research grants are awarded and managed, giving political considerations a larger role in decisions that have traditionally been guided by independent expert review. Read more about the major changes here.
