
The 2025 Legislative Session is Complete
The 2025 Legislative Session for the state of Hawaiʻi concluded on May 2. During session, a total of 3,172 bills were introduced, with 294 successfully passing through both chambers.
The Legislature was heavily focused on recovery from the Maui wildfires, addressing critical issues such as insurance stabilization, the viability of Hawaii’s sole electric utility, and housing recovery. Additionally, the legislature examined various revenue generation and cost containment measures in light of federal fiscal cuts and other uncertainties.
We are thrilled to share that two of our key policy priorities have passed and are now awaiting the Governor’s action:
- Senate Bill (SB) 1300 starts with the 2025-2026 school year, expanding free school meal coverage to students who currently qualify for reduced-price lunch. Beginning with the 2026-2027 school year, it further extends free meal coverage to students whose family income is not more than 300% of the federal poverty level.
- Senate Concurrent Resolution (SCR) 145 requests the Department of Labor and Industrial Relations to convene a working group to develop recommendations for establishing and implementing a paid family and medical leave program for the state.
While our tobacco control bills and CPR in schools bills did not pass, we successfully educated legislators on these important issues and will continue to advocate for them in the next session.
