That’s a Wrap on Indiana’s 2026 Legislative Session!

After a whirlwind of two months in Indianapolis, the Indiana Legislature has wrapped up its work for 2026. Thank you for using your voice to help make Indiana a healthier place. You made an impact!

Here’s a recap of what’s happened and a preview of what’s ahead.

Cardiac Emergency Response Plan (CERPs) Defense – HB 1004

In early January, lawmakers introduced a bill to repeal the language requiring CERPs and Automated external defibrillators (AEDs) in schools, just six months after it was implemented in 2025. These plans help make sure schools are prepared to save a life when a cardiac arrest occurs on the grounds. We immediately sounded the alarm, and thousands of Heart Powered advocates emailed their lawmakers to stop this repeal. Additionally, over 60 volunteers joined us at Heart at the Capitol in Indianapolis to talk with their lawmakers face-to-face about the need for CERPs. Because of the passion and dedication of Heart Powered advocates, we were able to protect CERPs and AEDs in schools. Thank you, advocates!

Paid Family Leave – SB 199

In an incremental approach to Paid Family Leave in Indiana, a section was added to SB 199 to survey schools on their parental leave policies for birth, adoption, stillbirth, and foster placement. Importantly, this collection of information could open the door to adding foster leave for state employees. Supporting foster families with paid leave gives kids a stronger start and more time to form a bond, which can make all the difference.

Tobacco Control Policies – SB 144 & SB 185

This session, two impactful tobacco control bills were passed. First, SB 144 prohibited new tobacco advertising within 1,000 feet of schools. By keeping tobacco ads out of places kids walk by every day, Indiana is helping prevent youth from starting to use tobacco early on in their lives. SB 185 blocks tobacco sales from buildings with living quarters and restricts temporary structures from getting retail certificates. These changes close loopholes and help ensure tobacco sellers operate in safer, more consistent locations.

Nutrition – HB 1137

HB 1137 was a bill that would have prohibited certain ultra-processed foods from being served in school meals. It passed the House, but not the Senate. The bill opened the door to broader conversations with lawmakers about the need for healthier school meals. We plan to build on these new relationships and use the momentum to make a real difference in what our kids are fed at school. Medicaid and SNAP – SB 1

This bill, SB 1, adds stricter work requirements for Medicaid and the Supplemental Nutrition Assistance Program (SNAP). Additionally, Hoosiers will need to prove they meet the requirements for three months before they apply for benefits, and it forces recipients to prove their eligibility four times per year. This increase in paperwork and bureaucracy will likely result in reduced coverage for people who qualify for these benefits. We fought hard against these changes up until the final vote and will continue to fight to ensure that everyone who needs health care and food can access these programs.
