Granite State Legislative Wrap-Up 2025

🎉 A Year of Policy Wins in New Hampshire

With the unwavering support of our dedicated advocates and volunteers, the American Heart Association wrapped up its most successful fiscal year yet! From expanding access to nutritious food to defending critical health programs, we achieved five major legislative victories in FY2024–2025.


✅ NH Policy Successes 2024–2025

  • SUN Bucks Summer EBT
  • Funding to Implement SUN Bucks Program
  • SNAP Elderly Simplified Application
  • Defense Against Repeal of Granite State Paid Family Leave Program
  • Defense Against Property Tax Assessment on Nonprofit Organizations
  • Cardiac Emergency Response Plans for School Sports

❤️ Thank You, Advocates!

Thanks to our incredible volunteers, we ended on June 30th with a strong list of accomplishments. One of our most exciting wins was the passage of a Cardiac Emergency Response Plan (CERP) bill for school sports programs. The Governor to sign it into law July 15th!


🥗 Fiscal Year Policy Victories

Access to Nutritious Foods

We kicked off the year with three wins that expanded access to healthy food for children and low-income seniors through:

  • SUN Bucks Program enhancements
  • SNAP benefits improvements

Defensive Victories

We also successfully defended:

  • The Granite State Paid Family Leave Program
  • Nonprofits from property tax assessments

Priorities We Continue to Champion

🍽️ Access to No-Cost School Meals

While we didn’t cross the finish line this year, our advocacy laid the groundwork for future success. Two bills are currently retained in the House Education Committee for fall consideration.

🚭 Tobacco Prevention & Cessation

Despite our efforts, state funding for the Tobacco Prevention and Cessation Program was eliminated in the FY26/27 budget. However, we’re continuing to:

  • Support the NH Quitline for Medicaid enrollees
  • Seek new partners to prevent youth tobacco use

🚶‍♀️ Other Advocacy Highlights

  1. Walkability in Manchester
    We’re supporting efforts to make the Queen City safer for pedestrians and cyclists, especially in under-resourced neighborhoods.
  2. Medicaid Expansion Defense
    We’re fighting to protect the Granite Advantage Health Care Program from harmful work and community service requirements.
  3. Tobacco Free NH Policy Workgroup
    Although $1.2M in funding was cut, we retained the program’s line item—giving us a chance to restore funding in the next budget cycle.
