2025 Oregon Legislative Session Is Complete

Just before midnight on Friday, June 27th the 2025 Legislative Session adjourned, 2 days before they were constitutionally required to end. The long session in odd-numbered years is a marathon, this year  3,466 pieces of legislation were introduced, which is a 16% increase from the last long session.  Of those, only 702 passed, which means 1 in 5 bills died. Leadership has already declared that bill limits will be introduced in the 2027 session.

Unfortunately, several of our priorities fell short of success and will need to be reintroduced in 2026. Including:

  • Cardiac Emergency Response Plans
  • Flavored Tobacco Product Restrictions

Although we were disappointment with how session ended, we did have some victories to celebrate.

  • The SNAP elderly simplified application process which will make it easier for elderly Oregonians to apply for SNAP was included in the Department of Human Services budget.
  • In defensives wins, we were able to prevent an e-cigarette registry bill, which would have complicated the tobacco regulatory scheme and prevented focus on more sound public policy.

While there is a possibility of a special session this fall to address any budget challenges or program changes that occur due to recent federal policy changes, our work now shifts to the interim and local work.
